It’s Easy to Kill In Mexico

Mexico is an extremely dangerous country. The main challenge facing Andrés Manuel López Obrador, Mexico’s new president, is to stop the killing of so many of the nation’s citizens. Unfortunately, nothing has changed so far.
The number of killings in Mexico is comparable only to that found in war zones, or in Venezuela, where the government promotes violence against its opponents and controls motorcycle-riding paramilitary groups called “colectivos.” Women in Mexico, where most female homicides go unpunished, face an astonishingly high risk of violence, particularly those living in Ecatepec or Tijuana. The country remains one of the most dangerous in the world for journalists.
I kept track of all the “intentional homicides” perpetrated during the six-year administration of Enrique Peña Nieto, one of the worst administrations in Mexico’s history. The numbers are terrifying: Between Dec. 1, 2012, and Nov. 30, 2018, 128,619 Mexicans were murdered. (For this column, I’m using the official figures provided by the Executive Secretariat of the National Public Security System. These numbers differ slightly from those published by the National Institute of Statistics and Geography, but both sets of figures reflect the appalling levels of crime and impunity.)
Murders during the Peña Nieto administration, the deadliest in the country’s modern history, surpassed the 104,089 killed during the previous presidency of Felipe Calderón. Alarmingly, even though these leaders came from different political parties, their approach to curbing violence was the same; neither had learned from the mistakes of the past. And unsurprisingly, the outcome of their policies was also the same: more death.
The violence has only continued under AMLO (as López Obrador is often known). During his first three months in office, 8,524 Mexicans have been killed ― 2,875 in December, 2,853 in January and 2,796 in February.
Still it would be unfair to title this column “AMLO’s Deaths.” López Obrador isn’t responsible for the mess he inherited from his predecessors. However, that doesn’t change the fact that the killings haven’t stopped, or that a new president with new ideas can’t magically stop them.
What’s particularly discouraging is that if this level of violence continues through 2019, the first year of López Obrador’s presidency could be the deadliest in Mexico’s modern history, surpassing any year during the Peña Nieto or Calderón administrations.
López Obrador, as we know, has plans to set up a new “National Guard” to fight crime and drug trafficking. The United Nations High Commissioner for Human Rights, Michelle Bachelet, recently agreed to advise the Mexican government in this effort (though the debate continues as to whether the new guard will have an explicitly civilian or military character).
What worries me, though, is that there is neither a short-term strategy to stop the murders nor a Plan B if the National Guard doesn’t work out as planned. Until the National Guard becomes fully operational in a couple of years, are Mexicans supposed to simply accept the fact that their country is one of the most violent in the Americas? What are they supposed to do in the meantime?
Not all Mexicans are lucky enough to be protected by government agents or troops, like former presidents are. I get it: Few things would destabilize the country more than an attack on a former president. Even so, the security they are granted only makes it clear that in Mexico there are still first-class citizens ― and everybody else.
López Obrador has made many big promises, and his pledge to fight corruption is the most radical of all. But even if he manages to fulfill most of them, Mexicans won’t forgive him if he fails to deliver on crime. That’s the major issue facing Mexico’s young democracy.
We don’t want to be murdered. Is that too much to ask?

Es Muy Fácil Matar en México

México es un país muy peligroso. El principal reto del nuevo presidente, Andrés Manuel López Obrador, es que no sigan matando a tantos mexicanos. Pero, hasta el momento, las cosas no han cambiado.
Las cifras de asesinatos en México son parecidas a las de zonas de guerra o a las de Venezuela, donde el gobierno promueve la violencia contra sus opositores y controla a los “colectivos” (que en realidad son grupos paramilitares en motocicletas). Los feminicidios en México se realizan con casi impunidad total; ser mujer en Ecatepec o en Tijuana tiene un peligro extra. Y el país es uno de los más arriesgados del mundo para ser periodista.
Durante la presidencia de Enrique Peña Nieto le llevaba un conteo de todos los “homicidios dolosos”. Las cifras revelan el sexenio más sangriento en la historia moderna de México: Desde el primero de diciembre del 2012 al 30 de noviembre del 2018, fueron asesinados 128.619 mexicanos. Los muertos durante el sexenio del priista Peña Nieto superaron a los 104.089 durante el del panista, Felipe Calderón. A pesar de ser de partidos políticos distintos, lo más grave es que ninguno de estos dos mandatarios aprendió de los errores del pasado. Calderón y Peña Nieto no hicieron nada diferente para controlar la violencia — y los resultados después de 12 años fueron más muertos.
Durante los primeros tres meses del gobierno de López Obrador han seguido matando a mexicanos a niveles sin precedentes. En estos meses fueron asesinados 8.524 mexicanos (2.875 en diciembre 2018, 2.853 en enero 2019 y 2.796 en febrero). Aquí está la liga: https://bit.ly/2TOeQhX.
Hubiera sido injusto titular esta columna “Los Muertos de AMLO” porque él apenas lleva unos meses en la presidencia y no es responsable de las condiciones heredó. Y aunque el nuevo Presidente tiene ideas distintas para enfrentar la violencia, el problema no se va a detener mágicamente.
Lo desalentador es que si se mantienen estos niveles de violencia durante todo el 2019, el primer año de AMLO podría convertirse en el más sangriento que se recuerde. Más que cualquier año de Peña Nieto o de Calderón.
López Obrador, por supuesto, ha propuesto la creación de una Guardia Nacional para lidiar con la delincuencia y el narcotráfico. La alta comisionada de Naciones Unidas para los derechos humanos, Michelle Bachelet, ha aceptado asesorar al gobierno mexicano en este esfuerzo (mientras continúa el debate de si la nueva guardia tendrá una naturaleza mayoritariamente militar o civil).
A mí lo que me preocupa es que no hay un Plan B y que no existe una estrategia a corto plazo para detener tantos homicidios. ¿Acaso los mexicanos tienen que resignarse a vivir en uno de los países más violentos del hemisferio hasta que empiece a funcionar la Guardia Nacional en un par de años? ¿Qué hacemos mientras?
No todos los mexicanos tienen la suerte de recibir la protección de un puñado de agentes o militares como los expresidentes Calderón y Vicente Fox. Entiendo las razones: Pocas cosas podrían desestabilizar más al país que un atentado contra un expresidente. Pero está claro que en México todavía hay ciudadanos de primera y de segunda. La misma certeza que tienen Fox y Calderón de que no le pasará nada a ellos y a su familia debería extenderse al resto del país. Por ahora eso es imposible.
Son muchas las promesas de López Obrador, incluyendo las luchas contra la inseguridad y la corrupción. Pero aún si lograra concretar la mayoría de ellas, los mexicanos no le perdonarían que fallara en el tema de la criminalidad. Es el gran asunto pendiente de la joven democracia mexicana.
Que no nos maten. ¿Es mucho pedir?
