Al conmemorar el Día Internacional del Migrante y responder al llamado de la Organización Internacional para la Migración para recordar a todos aquellos migrantes valientes que han perdido la vida en busca de mejores oportunidades para ellos y sus familias, los líderes mundiales están obligados a reflexionar sobre la inmigración y el impacto que tiene alrededor del mundo.
En el último par de años, el mundo ha sido testigo de los cambios profundos y simultáneos que han transformado el panorama mundial de la migración y el discurso político que lo rodea. El conflicto en Siria ha llevado a millones a buscar refugio en los países vecinos y cada vez más lejos. Más cerca de nosotros, nuestro hemisferio ha enfrentado, en un lapso corto, un incremento de niños menores no acompañados desde Centroamérica que intentan cruzar la frontera a EE.UU., así como una oleada de ciudadanos cubanos que buscan nuevas rutas migratorias, por citar sólo dos de los grupos más notorios.
México como país de origen, tránsito, destino y retorno de migrantes, es consciente de la responsabilidad que tiene para abordar el paradigma global de migración. Desde los primeros días de su Administración, el presidente Peña Nieto se ha comprometido a contribuir positivamente a una solución hacía los desafíos globales, entre los que se encuentra la migración.
En un mundo en constante devenir, es nuestra responsabilidad adaptarnos a su naturaleza variable y ser creativos para encontrar respuestas viables, responsables, humanas y adaptadas a los fundamentos que explican los nuevos flujos migratorios. México propone tres principios para avanzar hacia este objetivo: cooperación, coherencia e innovación.
Cooperación para crear espacios y mecanismos que permitan el diálogo, el intercambio de buenas prácticas y la búsqueda conjunta de respuestas. Estas a su vez, proporcionarán las condiciones necesarias para implementar acciones amplias y completas.
La coherencia se basa en la premisa de tratar a los migrantes en nuestro país como queremos que nuestros migrantes sean tratados en el extranjero. México siempre ha buscado el respeto para sus ciudadanos en cualquier lugar del mundo, especialmente para nuestras comunidades de migrantes y la diáspora. Actuamos en consecuencia y estamos plenamente comprometidos a facilitar la vida de la comunidad fronteriza y a respetar los derechos humanos de todos los migrantes, tanto los que migran a través de nuestro país, como los que hacen de México su destino final. El Programa Frontera Sur, destinado a aumentar la seguridad, inclusión y prosperidad en la región del Istmo, incorpora mecanismos para que los migrantes puedan entrar y trabajar legalmente en nuestro país. También amplía las medidas de seguridad que protegen tanto a nuestros ciudadanos como los propios migrantes.
Finalmente, la innovación política es una herramienta para responder a la dinámica natural y los constantes cambios de migración. México se ha concentrado en diseñar e implementar modernos instrumentos como protocolos mejorados para proteger a niños y mujeres, y modernizar los servicios consulares, incluyendo los que aprovechan las redes sociales y una sociedad civil más vibrante que requiere interacción en tiempo real.
Hoy más que nunca, está claro que los gobiernos alrededor del mundo tienen la responsabilidad de pensar en nuevas formas para lidiar con la migración internacional. Por nuestra parte, México conmemora el Día Internacional del Migrante con un firme compromiso para trabajar a fin de incrementar el bienestar, empoderar e integrar a nuestros connacionales en cualquier parte en la que residan.
Mexico´s leadership on new migration challenges

As we commemorate International Migrants Day and respond to the calling of the International Organization for Migration to remember all those courageous migrants that have lost their lives looking for better opportunities for themselves and their families, world leaders are compelled to reflect upon international migration and its impact across the globe.
In the last couple of years the world has witnessed deep and simultaneous shifts that have reshaped the global landscape of international migration and the political discourse around it. The conflict in Syria has led millions to look for refuge in neighboring countries and, increasingly, further afield. Closer to home, our hemisphere has faced, in a short span, an increase of unaccompanied minors from Central America trying to cross the border into the United States and a surge of Cuban citizens looking for new migration routes, to name only the two most prominent groups.
Mexico as a country of origin, transit, destination, and return of immigrants, is aware of its responsibility to address the global migration paradigm. Since the early days of his administration, President Peña Nieto has been committed to positively contribute to the solution posed by global challenges, of which migration is one.
In a constantly shifting world, it is our responsibility to adapt to its changing nature, to think outside the box, to find viable, responsible, humane, and tailored responses to the underpinnings that explain new migration fluxes. Mexico proposes three principles to advance this goal: cooperation, coherence and innovation.
Cooperation is about creating spaces and mechanisms that allow for dialogue, the sharing of good practices and the joint quest for answers. These in turn will provide necessary conditions to implement broad and comprehensive actions.
Coherence is grounded on in the premise of treating immigrants in our country as we want our immigrants to be treated abroad. Mexico has always sought respect for its citizens in any part of the world, especially for our migrant communities and diaspora. We act accordingly and are fully committed to facilitating border community life and respecting the human rights of all immigrants, both those that migrate through our country and those who make Mexico their final destination. The Southern Border Program, aimed at increasing security, inclusion and prosperity in the Isthmus region, incorporates mechanisms for migrants to enter and work legally in our country. It also expands safety measures that protect both our citizens and migrants themselves.
Finally, policy innovation is a tool through which we must respond to the dynamic nature and constant changes of migration. Mexico has concentrated on devising and implementing modern instruments such as enhanced protocols to protect children and women, and modernized consular services, including those that take advantage of social networks and a more vibrant civil society that requires real time interaction.
On this day, more than ever, it is clear that governments around the world have the responsibility to think about new ways in which to deal with international migration. From our side, Mexico will commemorate International Migrants Day with a firm commitment to work to increase the well-being, empower and integrate our nationals wherever they may reside.
