Transportation activist Clay Chastain is making his fourth and, by his own admission, final run for mayor of Kansas City. In an on-air March 31 interview on PBS’s Kansas City Week in Review with Nick Haines, Chastain ruled out running again. Because of his age, it’s now or never, he said. (Chastain is 69, records show.) He plans to win this time.
“I’ve got my vision out there. I think people are going to embrace it and see me as a decisive, effective mayor that’s going to do the right thing,” he told Haines.
Chastain is challenging incumbent Mayor Quinton Lucas, having finished second in the April 4 primary. He urges voters to contrast his plans with Lucas’s failed four years and their competing visions and focus.
“He has no vision, no plan, and he hasn’t kept his campaign promises,” Chastain said.
Unlike Lucas, Chastain would dedicate resources to improving living conditions in the city’s poorest neighborhoods rather than on “downtown glitz.” For instance, while he wouldn’t like to see the Royals leave Kansas City, he wouldn’t put the burden on taxpayers to build a new downtown stadium to keep the team in Kansas City.
“Taxpayers are taxed out,” he said. “I’m not going to tax people any more for glitz.”
Chastain’s plans include an option for one of the city’s busiest transit corridors. He envisions a monorail system from Union Station to KCI Airport. It would get urban Kansas Citians to jobs north of the river, transport thousands of 2026 FIFA World Cup visitors, create jobs and reduce pollution and fuel consumption by providing an environmentally friendly alternative to driving.
“Monorail is the perfect solution,” Chastain said.
He would secure federal funding and possibly use the 3/8th-cent KCATA sales tax if voters approve extending it. He suggested that Lucas intends to divert the 3/8th-cent KCATA sales tax from the RideKC bus service to the streetcar.
Deriding Lucas’s failure to reduce violent crime as he campaigned to do in 2019, Chastain would tackle the issue differently, he said. He has a specific plan (an anti-crime/pro-infrastructure initiative) and would work with the new police chief.
“I would invest in educational, economic and transportation resources in those parts of the city that have manifested in violent crime,” he said.
Chastain appears to divide his time between Kansas City and Bedford, Va. He’s ready, he said, to be a fulltime Kansas City resident.
“I have a longtime commitment to this city,” he said.
This is the second time Chastain has been on the ballot with Lucas. His previous bids for mayor were in 2019, 2015 and 1999.
According to his campaign website, Chastain has a degree in electrical engineering and 20 years experience with Black & Veatch, General Motors and Control Systems Inc. He has two daughters.
The mayor’s race between Chastain and Lucas points to contrasts between an incumbent who won’t debate and his challenger eager to face off and appear at candidate forums.
“Together, we the people can achieve more than the past four years,” Chastain says in his campaign literature. “It’s time to move beyond the do nothing and solve nothing politics. Let’s cure the rampant crime and build a brighter future for Kansas City.”
