México ha premiado a una distintiva jueza del condado Jackson en Missouri. La presidenta del Tribunal de Circuito, Justine Del Muro recibió el premio Ohtli en una ceremonia que se llevó a cabo el 10 de mayo en el consulado mexicano en Kansas City, Missouri. Alicia Kerber Palma, cónsul mexicana para Kansas City entregó el premio a la jueza Del Muro, quien fue la primera latina nombrada para el tribunal superior en Missouri.
Del Muro se sintió honrada, pero “realmente sorprendida” al ser seleccionada.
“Si alguien debe recibir un premio, debe ser la cónsul Kerber”, dijo Del Muro. “Ella realmente es una persona influyente y de autoridad, y realmente ha hecho cambios significativos aquí”.
El premio Ohtli, otorgado cada año desde 1998, reconoce a personas hispanas que viven fuera de México y que han contribuido significativamente a la prosperidad y fortalecimiento de los mexicanos y mexicano americanos. Es el honor máximo otorgado por el gobierno mexicano a civiles. Del Muro es una de los dos premiados este año. El otro premiado es Carlos Luis Gómez, presidente y director ejecutivo de la Cámara Hispana de Comercio de Kansas City.
A la ceremonia de premios asistieron Del Muro junto con su esposo, el mayor de sus tres hijos y sus tres hermanas.
Nacida en Chicago, la jueza bilingüe es la cuarta de siete hermanos y la primera que nació en Estados Unidos. Su madre propuso emigrar, y su padre, que es médico, lo aceptó.
«Ellos querían una mejor vida para sus hijos», explicó ella.
Ella agradeció y reconoció el trabajo arduo de su padre. Para poder ejercer la medicina en Estados Unidos, él tuvo que aprobar exámenes y competir por una residencia, la cual completó mientras que trabajaba por las noches para mantener a la familia.
«Se llevó un tiempo porque a él lo trataban como si se acabara de graduar de la facultad de medicina», dijo Del Muro.
Ella obtuvo su licenciatura en ciencias de habla y audición y psicología de la Universidad de Missouri -Kansas City. Ella luego procedió a obtener su título en derecho de la facultad de leyes de UMKC y se convirtió en abogada de oficio representando a clientes indigentes. Antes de su nombramiento para el tribunal de circuito, Del Muro trabajó con Popham Law Firm, y en lo que es ahora la Universidad Rockhurst como catedrática asociada.
En 1993, el gobernador Mel Carnahan nombró a Del Muro para el 16º tribunal de circuito del condado Jackson, el cual tiene jurisdicción en asuntos civiles y criminales. Los votantes aprobaron retener a Del Muro desde 1994. Su período actual expira en el año 2018. Ella es jueza administrativa del tribunal familiar para el tribunal, preside el 16º Comité de Reglas Locales del Tribunal de Circuito y participa en el comité ejecutivo de la Corte.
Del Muro ha trabajado como juez invitada en la Corte de Apelaciones para el Distrito Eeste de Missouri y la Corte Suprema de Missouri, de acuerdo con la Missouri Bar Association (Asociación de Abogados de Missouri).
Fue la Corte familiar lo que unió a Del Muro y la cónsul Kerber.
«Ella tenía preocupaciones sobre los ciudadanos mexicanos que estaban siendo alejados de sus familias y que las familias no eran notificadas, y la renuencia de las víctimas de violencia doméstica a acercarse a la policía debido a su estatus ilegal, y ella pidió nuestra atención hacia ello, lo cual fue revelador, estuvimos muy agradecidos», dijo Del Muro.
Ella ayudó presentando a Kerber con las autoridades estatales y federales judiciarias y fiscales. Durante el proceso, se unieron la jueza y la embajadora.
«Nos hicimos amigas», dijo Del Muro… «Estoy tan impresionada con ella, realmente la voy a extrañar».

Mexican government tribute for KC judge

Mexico has honored a distinctive Jackson County, Mo., judge. Presiding Circuit Judge Justine Del Muro received the Ohtli Award in a ceremony May 10 at the consulate in downtown Kansas City, Mo. Alicia Kerber Palma, Mexican Consul for Kansas City presented the award to Del Muro, who was the first Latina appointed to circuit court in Missouri.
Del Muro was honored, but “really surprised” to be selected.
“If anybody should receive an award, it should be Consul Kerber,” Del Muro said. “She’s really a mover and a shaker, and she’s made some really significant changes here.”
The Ohtli Award, given each year since 1998, recognizes individuals of Hispanic heritage living outside Mexico who have contributed significantly to the prosperity and empowerment of Mexican nationals and Mexican-Americans. It’s the highest honor conferred by the Mexican government on civilians. Del Muro is one of two area recipients this year. The other honoree is Carlos Luiz Gomez, president and CEO of the Greater Kansas City Hispanic Chamber of Commerce.
Attending the awards ceremony with Del Muro were her husband, the oldest of her three sons and her three sisters.
Born and raised in Chicago, the bilingual judge is the fourth of her parents’ seven children and the first born in the United States. Del Muro’s mother proposed emigrating; her father, a physician assented.
“They wanted a better life for their children,” Del Muro explained.
She’s grateful and acknowledged her father’s tough slog. In order to practice medicine in the U.S., he had to pass exams and compete for a residency, which he completed while working nights to support his family.
“It took a while because he was treated as if he just graduated from medical school,” Del Muro said.
She earned a bachelor’s degree in speech and hearing sciences and psychology from the University of Missouri-Kansas City. She went on to earn a law degree from the UMKC Law School and became a legal aid attorney representing indigent clients. Before her appointment to the circuit court, Del Muro worked with the Popham Law Firm and what is now Rockhurst University as an adjunct professor.
In 1993, Gov. Mel Carnahan appointed Del Muro to the 16th Circuit Court of Jackson County, which has jurisdiction over civil and criminal matters. Voters have approved retaining Del Muro since 1994. Her current term expires in 2018. She’s the Family Court Administrative Judge for the circuit, chairs the 16th Circuit Court’s Local Rules Committee and is on the court’s executive committee.
Del Muro has sat as a visiting judge on the Court of Appeals for the Western District of Missouri and the Missouri Supreme Court, according to the Missouri Bar Association.
It was the family court that brought Del Muro and Consul Kerber together.
“She had concerns about Mexican nationals being removed from their families and the families not being notified, and the reluctance of domestic violence victims to come to the police because of their illegal status, and she brought that to our attention; it was eye-opening, and we were very appreciative,” Del Muro said.
She helped by introducing Kerber to state and federal judiciary and prosecution officials. During the process, the judge and the diplomat bonded.
“We became friends,” Del Muro said. “I am so impressed with her, and I will really miss her.”
