Rubio piensa que existe una necesidad para modernizar el sistema de inmigración de Estados Unidos antes de implementar o aprobar una reforma de inmigración. El también piensa que deben seguirse dos pasos antes de que se apruebe la legislación de la reforma de inmigración:
1. Implementar medidas que sean efectivas y verificables: esto incluye seguridad en la frontera y utilizar el sistema E-verify. Rubio está aconsejando la implementación de un sistema de rastreo de entradas y salidas.
2. Modernizar el sistema de inmigración legal haciéndolo a base de méritos: esto significa reasignar las visas existentes lejos de la inmigración basada en las familias, hacia visas de trabajo y basados en conocimientos.
Una vez que se completen esos pasos, Rubio ha dicho que habría una manera para enfrentar el asunto de la inmigración ilegal y los 12 millones de personas que viven en las sombras. Pero la pregunta que debemos como votantes hacerle a Rubio es ésta:¿a dónde nos llevará este plan?
Es muy posible, que el plan de Rubio nos llevará a un lugar donde más familias estén separadas y el gobierno federal demuestra una falta de compromiso hacia la comunidad latina. A medida que él implementa sus pasos, los inmigrantes indocumentados tendrán que seguir viviendo bajo las sombras, temiendo ser deportados -o perderse en las grietas del sistema de seguridad de la frontera “más restringido” del país -mientras que esperan la aprobación de la legislación de la reforma de inmigración.
Para proponer un plan de reforma de inmigración, Rubio y otros candidatos presidenciales deben prepararse mejor. Eso significa examinar las consecuencias potenciales de sus propuestas, para que ellos puedan desarrollar propuestas justas, pero también humanas. Si no lo hacen, entonces los inmigrantes indocumentados serán los únicos “de los que se aprovecharán, mediante el sistema de inmigración del país.
Where will Rubio’s immigration plan take us?

Recently, U.S. Sen. and Republican presidential candidate Marco Rubio made it clear he wouldn’t support the Deferred Action for Childhood Arrivals program (DACA).
In his book “American Dream,” Rubio said he supports immigration. But in the same book, Rubio argued that the numbers of undocumented immigrants entering the United States has turned it into a country that’s “being taken advantage of.”
Rubio believes there’s a need to modernize the U.S. immigration system before implementing or approving immigration reform legislation. He also thinks the following two steps must be completed before immigration reform legislation is passed:
1. Enforce measures that are effective and verifiable: This includes border security and using the E-verify system. In addition, Rubio is suggesting the implementation of an entry-exit tracking system.
2. Modernize the legal immigration system by making it a merit-based one: This means reassigning existing visas away from family-based immigration toward work- and skill-based visas.
Once those steps are completed, Rubio has said there would be a way to deal with the illegal immigration issue and the 12 million people living in the shadows. But the question we voters must ask Rubio is this: Where will this plan take us?
Chances are, Rubio’s plan will take us to a place where more families are separated and the federal government shows a lack of commitment to the Latino community. As he implements his steps, undocumented immigrants will have continue living in the shadows, fearing they’ll be deported – or lost in the cracks of the country’s “tighter” border security system – as they await the passing of immigration reform legislation.
To propose an immigration reform plan, Rubio and the other presidential candidates must prepare better. That means examining the potential consequences of their proposals, so they can develop fair, yet humane proposals. If they don’t, then undocumented immigrants will be the only ones being “taken advantage of” by the country’s immigration system.
