U.S. Immigration and Custom Enforcement (ICE) officers smashed the driver’s side window of a Kansas City, Missouri, man, dragged him out and arrested him in a confrontation caught on video Monday (July 22).
Florencio Millan-Vazquez was in his car with Cheyenne Hoyt, his partner of 11 years, and their two children, ages 11 and 7 months, on their way to their 7-month-old doctor’s appointment when the ICE agents approached them, telling them they had a warrant for Millan-Vazquez’s arrest, Hoyt said.
Hoyt recorded the interaction through a Facebook Live stream, which has gone viral. In it, Hoyt and Millan-Vazquez repeatedly asked the agent to show the warrant, but they ignored the request.
“We asked to see the warrant,” Hoyt said during a press conference on Tuesday (July 23). “He refused us the warrant. I asked for the name on the warrant. He still refused.”
Then, ICE agents called the Kansas City (Missouri) Police Department for assistance.
In the video, a police officer can be heard saying, “I know you have a 6-month-old in there. That’s why I don’t want to break this window, but if you don’t get out, I’m going to break this window.”
ICE agents smashed the window, dragged Millan-Vazquez out and put him face down on the ground, where they handcuffed him.
Shawn Neudauer, an ICE spokesperson, said in a statement that Millan-Vazquez refused to follow lawful commands.
“ICE officers were left with no other choice than to make the arrest by physically removing him from the vehicle,” he said, as reported by multiple news outlets.
During Tuesday’s press conference, held at the All Souls Unitarian Universalist Church in Kansas City, Missouri, community groups expressed their disagreement with the police department’s decision to assist ICE in the detainment, and their condemnation of the violent way the arrest happened.
“We feel outraged at the violent way it happened and confusion about the involvement of the KCPD,” said Naomi Tolentino, board president of the community group Advocates for Immigrants Rights & Reconciliation (AIRR). “The broken window is evidence of the broken trust (between) the KCPD and the community.”
Tolentino sent a message to the Kansas City area’s immigrant community.
“We’re going to continue fighting for you,” she said in Spanish.

Oficiales de ICE rompen ventana del auto y arrestan a un hombre de KC
Los agentes de Inmigración y Aduanas de Estados Unidos (ICE, por sus siglas en inglés) destrozaron la ventanilla del lado del conductor de un hombre de Kansas City, Missouri, lo arrastraron y lo arrestaron en una confrontación capturada en un video el lunes (22 de julio).
Florencio Millán-Vázquez estaba en su auto con Cheyenne Hoyt, su pareja de 11 años, y sus dos hijos, de 11 años y 7 meses, en camino a la cita médica de su hija de 7 meses cuando los agentes de ICE se acercaron a ellos, diciéndoles que tenían una orden de arresto para Millán-Vázquez, dijo Hoyt.
Hoyt grabó la interacción a través de una transmisión de Facebook Live, que se ha vuelto viral. En ella, Hoyt y Millán-Vázquez le pidieron repetidamente al agente que les mostrara la orden, pero los agentes ignoraron la solicitud.
“Pedimos ver la orden”, dijo Hoyt durante una conferencia de prensa el martes (23 de julio). “Nos negó la orden. Pedí el nombre en la orden. Y aún se negó”.
Luego, los agentes de ICE llamaron al Departamento de Policía de Kansas City (Missouri) para pedir ayuda.
En el video, se escucha a un oficial de policía diciendo: “Sé que tienes a un niño de 6 meses allí. Por eso no quiero romper esta ventana, pero si no sales, voy a romper esta ventana”.
Los agentes de ICE rompieron la ventana, arrastraron a Millán-Vázquez y lo pusieron boca abajo en el suelo, donde lo esposaron.
Shawn Neudauer, un portavoz de ICE, dijo en un comunicado que Millán-Vázquez se negó a seguir órdenes legales.
“A los oficiales de ICE no les quedó más remedio que arrestarlo físicamente sacándolo del vehículo”, dijo, según informaron varios medios de comunicación.
Durante la conferencia de prensa del martes, que se llevó a cabo en la Iglesia Universalista Unitaria de Todas las Almas en Kansas City, Missouri, los grupos comunitarios expresaron su desacuerdo con la decisión del departamento de policía de asistir a ICE en la detención y su condena por la forma violenta en que ocurrió el arresto.
“Nos sentimos indignados por la manera violenta en que sucedió y confusión sobre la participación de KCPD”, dijo Naomi Tolentino, presidenta de la junta directiva del grupo comunitario Defensores de los Derechos de los Inmigrantes y la Reconciliación. “La ventana rota es evidencia de la confianza rota (entre) el KCPD y la comunidad”.
Tolentino envió un mensaje a la comunidad inmigrante del área de Kansas City.
“Vamos a seguir luchando por ustedes”, dijo en español.
